Vadim Vladislavovich Yakovlev
Chairman of the Sibir Energy plc.
Mr Vadim Vladislavovich Yakovlev was born on 30th of September in 1970. Mr Yakovlev holds an MSc in Applied Nuclear Physics from the Moscow Engineering Physics Institute in 1993 and two years later an MSc in Finance from the International University in Moscow. From 1999 he is a member of the Association of Chartered Certified Accountants (ACCA) and a Diploma and Certified Director by the Institute of Directors (IOD) from 2009. From 1995 to 2000 years he worked in PricewaterhouseCoopers – starting with a position of the advisor and became the process manager. In 2001 – 2002 held a place of the Deputy Head of the Financial and Economic Department at CJSC YUKOS EP. In 2003 – 2004 worked as a Chief Financial Officer at JSC YuganskNeft'egaz (NK Yukos) and in 2005 – 2006 Chief Financial Officer of LLC SIBUR-Russian Tyres. Since December of 2006 he started to work as a chief of planning and budgetary department in Gazprom Neft. In January 2008 he became the Deputy Chairman of the Management Board and Chief Financial Officer of Gazprom Neft.

Igor Mikhailovich Tsibelman
Chief Executive Officer (“CEO”) of Sibir Energy plc.
Mr Igor Mikhailovich Tsibelman was born on 14th of January in 1968. Prior to his appointment as CEO of Sibir, Mr Tsibelman was the Deputy Head of Legal Department at Gazprom Neft in Moscow. Prior to joining Gazprom Neft, Mr Tsibelman worked as an attorney for White & Case LLP and Arent Fox PLLC in New York. Before becoming an attorney, Mr Tsibelman held a number of managerial positions and worked on a variety of commercial matters, including privatization, corporate restructuring, construction and real estate development and international trade. Mr Tsibelman holds a BA/MA from the Moscow State Institute for International Relations (MGIMO) and a JD from Georgetown University Law Center, Washington, DC. He is a member of the New York and Connecticut bars.

Dmitry Efimovich Bekker
Mr Dmitry Efimovich Bekker was born on 18th of August in 1967, graduated from the Far East State University in Vladivostok in 1989 qualifying as a lawyer. From 1989 to 1993, Mr Bekker held various legal roles including Senior Inspector for the Office of the Public Prosecutor of the Sakhalin region, Head of the Legal department at Joint Venture Russian-Japanese Company “Diana” and Deputy of the General Director on legal issues at the International Business Centre. From 1994 to 1999 he joined the Yuzhno-Sakhalinsk branch of OJSC Inkombank, initially as Head of the law department, and ultimately served as the managing director before joining OJSC Bank of Moscow in 1999 as a branch director. In 2002 he was located in the bank’s head office in Moscow where he held the positions of general director of the regional business department and later the corporate and investment business department. He is currently President of OJSC “The Central Fuel Company” in Moscow which he joined in February 2009.
 
Maxim Valeryevich Viktorov
Mr Maxim Valeryevich Viktorov was born on 22nd of June in 1972, graduated from a music school and magna cum laude from Moscow State University’s Department of Law in 1997. He did his military service in the Committee for State Security of the USSR in 1991-1992. As a qualified lawyer, from 1992 to 1997 he worked as Legal Assistant to the Chairman of the Moscow Region Government and in 1998 was appointed Deputy Chairman of the Moscow Regional Election Commission by the Governor of the Moscow Region. From 2000 to 2003 he was a member of the Commission of the Expert and Consulting Council for National Security - Parliament of the Russian Federation and from 2005 to 2008 was Deputy Chairman of the Expert Council for Mass Communications in the Ministry of Culture and Mass Communications of the Russian Federation. He is a partner of the Legal Intelligence Group in Russia and a director and sole proprietor of Legal Intelligence Group Limited in the UK. He has acted as Chairman of The Investment Program Foundation’s Council since 1999 and currently serves as a director of two of Sibir’s subsidiaries, Moscow NPZ Holdings B.V. and OJSC “Moscow Oil and Gas Company”.
In addition, he is currently a member of the Board of Trustees of both Moscow Suvorov Military School and the State Academic Bolshoi Theatre of Russia. He is also a member of the Board of Directors of OJSC “Moscow Oil and Gas Company” and Moscow NPZ Holdings B.V.

Andrei Alexandrovich Martianov
Mr Andrei Alexandrovich Martianov was born on 29th of June in 1971, graduated with honours from the Moscow State Institute for International Relations (MGIMO) in 1994 with a degree in International Economics. In 1997, he subsequently attained an Executive MBA, Postgraduate Certificate in International Business from The Graduate School of International Business of the University of Bristol. He is a Fellow Member of the Chartered Association of Certified Accountants (“ACCA”) in the United Kingdom and a qualified Certified Public Accountant in the State of Maine, U.S.A. Mr Martianov commenced his career with ZAO KPMG in Moscow, Russia in late 1994 where he progressed to the role of Manager in the Financial Services division. In 1999, he was admitted to the ACCA and seconded to KPMG LLP in New York, U.S.A. as a Senior Manager in Financial Services managing audit and consulting assignments for a wide range of US and international clients, before returning to ZAO KPMG in Moscow to become an Audit Partner in Financial Services in 2006. In December 2007, he left KPMG to join the Russian Insurance Company ZAO “MAKS” and is currently an Executive Director in Moscow responsible for the management of all aspects of the company’s operating activities.
